Rules & Regulations for all heist.
General Rules
All persons inside the building have a right of free passage to leave if they have a hostage, as long as it's before the allowed time when the police arrive. The right of free passage is defined as the ability to leave the building, get into your vehicle, and then leave the immediate area without fear of gunfire, resistance, spike stripping, or any other obstacles.
Once the timer has one minute, the police shall give notice to the person(s) inside the building to alert them a breach is happening. Once the timer reaches this point and a hostage has not been negotiated, the hostage is only allowed to be negotiated for time.
A hostage who is not negotiated by the end of the time will be demanded to trade for more time. If the persons inside the building holding the hostage refuse to deal for more time, the hostage is to be considered DOA, and breaching is allowed.
If a hostage is negotiated to add time to prevent a breach, that hostage shall be given to authorities immediately. Once the timer is up, a breach will occur.
Vehicle Swaps are allowed for certain heists (refer to the heists break down below) , however, you may not have any increased personnel from the allowed numbers. Meaning, that if you want an offsite driver, then you can only have 3 inside of a building. As a sign of respect, it is encouraged to let the highest-ranking officer on the scene know there might be a motorcycle swap involved so that the PD can prepare accordingly and not just get blindsided.
Hostage Negotiation Options
You may demand that Air One is unavailable for the first 15 minutes of the chase.
You may demand that the Speed Unit be unavailable for the first 15 minutes of the chase.
Additional hostages can add 5 minutes to Air One or Speed Unit’s response time.
Multiple hostages can be used to make Air One and Speed unit unavailable, however, the total time is 15 minutes. IE. You can say no Air One for 10 and no Speed for 5.
At no point shall hostage be negotiated to cause harm to an officer.
You may not demand money for the release of a hostage.
Demands for pursuit mode are not reasonable. Pursuit mode is only to be used to match the vehicle class and is notated by an under-glow indicator and engine sound. If you feel that the pursuit mode was abused; please clip the incident and report in character to a police supervisor.
If no hostages are present during a heist, the officers are under no obligation to give any timer. An officer may give a warning to allow you to leave, however, they have full rights to engage as soon as they arrive.
These are only rules for these options, we are by no means limited to what you may negotiate a hostage for.
Pawn Shop
The pawn shop is a low tier crime, and should not be taken to the extreme of something like a Bank or above. Without absolute proper RP, shooting during this crime before a chase takes place will more than likely be considered Fail RP.

Is this crime a felony charge?: No Hostages required?: No. Air One Allowed?: No.
Time allowed once officers are on the scene: A warning for breach is given. (Start making your way out)
Time allowed once officers are on the scene if a hostage is present: 7 minutes (A hostage can be negotiated to add 5 minutes) Shooting during a pawn shop heist is discouraged, due to the low tier of the crime. This crime is an entry way, and is not a felony. However, bear in mind this does not mean that activities done during the heist cannot turn the charge to a felony. A hostage is not required to do this heist, its a smash and grab.
Vangelico
The Vangelico is a mid tier crime, and it's required that you take a hostage for this, or the police will breach upon arrival.
Total number of people allowed inside: 4
Offsite persons allowed?: Yes, 1 person for vehicle swap. (Counts towards the total 4 allowed on a job)
Total number of vehicles allowed: 2. One on site, one for vehicle swap.
Total number of police allowed: 6
Total number of police vehicles allowed: 4
Is this crime a felony charge?: Yes
Hostages required?: Yes
Air One Allowed?: Yes; recon only.
Time allowed once officers on scene: 7 minutes with hostage. (A hostage can be negotiated to add 10 minutes)
Shooting during a Vangelico heist is accepted if the police conduct a breach. However, any shots fired without a breach would initiate an immediate breach of the building. This crime is a felony theft.
Fleeca Bank
The Fleeca Bank is a mid tier crime, and it's required that you take a hostage for this, or the police will breach upon arrival.

Offsite persons allowed?: Yes, 1 person for vehicle swap. (Counts towards the total 4 allowed on a job)
Total number of vehicles allowed: 2. One on site, one for vehicle swap.
Total number of police allowed: 6
Total number of police vehicles allowed: 4
Is this crime a felony charge?: Yes
Hostages required?: Yes
Air One Allowed?: Yes; recon only.
Time allowed once officers on scene: 10 minutes with hostage. (A hostage can be negotiated to add 10 minutes)
Shooting during a Fleeca heist is accepted if the police conduct a breach. However, any shots fired without a breach would initiate an immediate breach of the building. This crime is a felony theft.
Ammunation
The ammunation is a high tier crime, and is required that you take a hostage for this, or the police will breach upon arrival.
Total number of people allowed inside: 4
Offsite persons allowed?: Yes, 1 person for vehicle swap. (Counts towards the total 4 allowed on a job)
Total number of vehicles allowed: 2 on site however you may only use 1 to leave.
Total number of police allowed: 8
Total number of police vehicles allowed: 4
Is this crime a felony charge?: Yes
Hostages required?: Yes
Air One Allowed?: Yes; recon, shooting allowed if scene escalates.
Time allowed once officers on scene: 10 minutes without hostage. (A hostage can be negotiated to add 10 minutes)
Shooting during an ammunation heist is accepted if the police conduct a breach. However, any shots fired without a breach would initiate an immediate breach of the building. This crime is a felony theft.
Bank truck
The bank truck is a high tier crime, you are not allowed to bring a hostage. This is a shootout vs the police all of the time.
Total number of people allowed inside: 4
Offsite persons allowed?: Discretionary on how many rob the truck and how many are waiting.
Total number of vehicles allowed: 2. One vehicle to take the truck, one vehicle on site.
Total number of police allowed: 8
Total number of police vehicles allowed: 4
Is this crime a felony charge?: Yes
Hostages required?: Not allowed.
Air One Allowed?: Yes; approved for recon and shooting.
Time allowed once officers on scene: Officers are to breach upon arrival.
Shooting during a bank truck heist is required. Police are to breach upon arrival on the scene.
The bank truck is a shootout between the persons committing the heist and the police. Creative RP is suggested.
